A full brake rotor replacement is typically only necessary when resurfacing is no longer possible. Some newer brake rotors are manufactured without any extra surface area available for shaving. The rotor needs to be a set minimum thickness in order to function properly. If there is extra material, the rotor can be resurfaced.
